Regional Recruiter Position Available at Catholic Relief Services

Summary of Job;

The role of the Regional Recruiter involves working closely with EARO countries programs to identify, screen, interview, and refer candidates for possible employment with Catholic Relief Services.

He/she works in partnership with country and proposal teams and provides guidance on sourcing techniques and recruitment, as well as tracking and reporting on all ongoing recruitment.

The Regional Recruiter works with the proposal and/or country teams to develop and maintain a large network for potential candidates for key positions. He/she also collaborates with specialists to ensure that CRS can identify and hire high-performing staff, in line with agency Respect, Equity, Diversity and Inclusion action priorities.


Key Responsibilities and Roles:

  • Participate in the planning, development, and execution of recruitment activities that will increase CRS’s ability to attract and keep qualified local and international candidates.
  • To help you find and source qualified candidates, build and maintain a network.
  • Work closely with the Global Sourcer to grow the CRS Talent Pool of qualified Key Personnel for proposals/RFPs/grants.
  • Participate in proposal development and capture planning teams to ensure that staffing strategies and management strategies reflect the talent pool.
  • With a focus on diversity, we source, screen and refer internal and external candidates for interviews.
  • Refer to checks are conducted. Communicate salaries, benefits, and allowances in the proposal budget and donor regulations.
  • Assure donor compliance by managing the timely collection, verification, and editing of proposal submission materials, including biographical data forms and letters de commitment.
  • All activities must be promoted in accordance with local employment laws
  • Establish, maintain, and seek relationships with organizations in order to recruit diverse and highly-qualified staff
  • In line with Agency REDI goals, develop country program capacity to attract and keep highly qualified candidates.
  • Whenever possible, deploy to country programs are used to aid in staff orientations and recruitment.
  • Closed work with CP HRMs in order to ensure that CRS recruitment guidelines and policies are understood and properly implemented
  • Keep up-to-date EARO recruiting tracking records. Provide support for analysis reports on selection and recruitment related data, metrics, and trends as needed to assist in decision-making and workforce planning and development.

Work Conditions/Environment Conditions:

  • Reporting to the regional office at Nairobi from a country that is an EARO member (Ethiopia or Kenya, Somalia or South Sudan, Sudan, Sudan, Tanzania, Uganda, Somalia, Kenya, Somalia, South Sudan and Sudan).
  • To support country program recruitment, such as new program start-ups, emergency response, etc., you will be willing to travel up to 35%.

Knowledge and Skills and Abilities (SKAs:

  • Effectively build a diverse and large network of relationships

  • Superior analytical skills and ability to make sound judgements and decisions
  • Passionate about building relationships and talent networks
  • High levels of customer service, support and assistance
  • Knowledge ATS. Oracle Recruitment Cloud (ORC), or Taleo preferred
  • You are proactive, resourceful, results-oriented, and solutions-oriented


Basic Qualifications

  • Bachelor’s degree or equivalent in Human Resource Management/Business
  • Minimum five years of experience in recruitment
  • Establishment of a network of contacts in the non-profit sector
  • Experience in the recruitment of key personnel in an International NGO environment for grants and contracts

Prefer Qualifications:

  • Working knowledge of USAID regulations and rules pertaining to RFAs and RFP solicitations
  • Experience with applicant tracking systems (ATS).
